London Plan energy statements
Policy SI 2 of the London Plan 2021 asks major developments to be net zero-carbon, with a detailed energy strategy and an on-site carbon reduction of at least 35 per cent beyond Building Regulations. Residential schemes must find 10 per cent of that through energy efficiency and non-residential schemes 15 per cent, with any shortfall met through the borough’s carbon offset fund or an agreed off-site alternative.

Fire statements and taller buildings
Policy D12 asks for a fire statement with major planning applications in London, and boroughs such as Westminster expect it to be an independent fire strategy by a suitably qualified third party. Where a building is at least 18 metres or seven storeys high and has two or more homes, the Building Regulations application goes to the Building Safety Regulator rather than the borough or a registered building control approver.

Sustainable drainage and Thames Water
Policy SI 13 asks developments to aim for greenfield run-off rates, following a hierarchy that puts rainwater reuse and infiltration ahead of discharge to sewers. Some boroughs go further: Kensington and Chelsea, where surface water runs into combined sewers, asks for a drainage statement even with rear extensions and outbuildings. Thames Water, the sewerage company for London, needs a build over agreement before work within 3 metres of a public sewer or 1 metre of a public lateral drain.

The 105 litre water target
Policy SI 5 asks new homes in London to keep mains water use to 105 litres or less per person per day, plus up to 5 litres for outdoor use, in line with the Building Regulations optional requirement. Commercial schemes are asked to reach the BREEAM Excellent standard for water. Thames Water, Affinity Water, SES Water and Essex and Suffolk Water, which supply London, are all in areas the Environment Agency classed as seriously water stressed in 2021.

A new London Plan in draft
The Mayor published a draft new London Plan on 16 July 2026, with consultation running to 15 October 2026 and an examination in public to follow. Until a new plan is adopted, the London Plan 2021 remains part of the development plan, so we check which policies apply when we prepare planning documents.
