Energy statements

A qualified energy consultant writes the energy statement your planning application needs, set out against the local plan policy that applies, with carbon figures from early SAP or SBEM modelling of the design.

When you need it

An energy statement is a planning document, not a Building Regulations one. Whether you need one, and what it must show, depends on the local planning authority’s policies and its local validation list. Planning conditions may then ask for evidence that the measures were delivered.

In London, Policy SI 2 of the London Plan 2021 sets an energy hierarchy for major developments: be lean, be clean, be green, be seen. A new London Plan is in draft, so we check the policies in force when we write the statement.

What is included

Included

  • Review of the local plan policies and validation requirements that apply
  • Design-stage SAP or SBEM modelling to produce baseline and improved carbon figures
  • Assessment of efficiency measures, heat supply and renewable options
  • Energy statement structured to the relevant policy, including the London energy hierarchy where it applies

Priced separately

  • Building Regulations SAP or SBEM calculations at completion
  • Overheating assessment
  • Sustainability statements and BREEAM assessment
  • Carbon offset payments and work to discharge later planning conditions

Your written quotation confirms the exact scope, what is included and any limits for your building.

What you receive

An energy statement for submission with the planning application, setting out the proposed measures and carbon figures against the policy that applies.

Sent as a PDF. We can send it to your building control body or agent on request.

Our reports and testing support the compliance process. Approval and completion decisions remain with your building control body: the local authority, a registered building control approver, or the Building Safety Regulator for higher-risk buildings.

How to prepare

  • Site address and the local planning authority
  • Plans, elevations and a description of the scheme
  • Number and mix of homes or the non-domestic floor area
  • Intended heating, hot water and renewable systems, if known
  • Any pre-application advice or officer comments

Send what you have. Missing details will not stop an enquiry; we will tell you anything still needed.

Questions

Does every planning application need an energy statement?

No. It depends on the local plan and validation list, and usually on the scale of the scheme. Tell us the site and we will check what applies.

Is this the same as the SAP calculation for building control?

No. The energy statement supports the planning application. Building control still needs Part L calculations, although early modelling can feed both.

What does be lean, be clean, be green, be seen mean?

It is the London Plan energy hierarchy: reduce demand first, then supply energy efficiently, then use renewables, then monitor and report performance.
