We gather the certificates, test results and statements building control needs at the end of a project and submit them, so your building control body can consider issuing a completion or final certificate.
Building control must be told when work is complete. For work under the local authority, the completion notice now includes statements from the client, the principal designer and the principal contractor. Building control also expects results such as sound tests, air tests, ventilation airflow tests, commissioning records, the EPC and fire safety information, where they apply.
The local authority issues a completion certificate, a registered building control approver gives a final certificate, and for higher-risk buildings the Building Safety Regulator decides a completion certificate application (gateway 3). We start collecting evidence before the final inspection, so gaps show early.

Sent as a PDF. We can send it to your building control body or agent on request.
Our reports and testing support the compliance process. Approval and completion decisions remain with your building control body: the local authority, a registered building control approver, or the Building Safety Regulator for higher-risk buildings.

Questions
Who issues the completion certificate?
The local authority issues a completion certificate, a registered building control approver gives a final certificate, and the Building Safety Regulator decides applications for higher-risk buildings.
Does the Building Safety Levy affect completion?
It can. For building control applications made from 1 October 2026 for at least 10 new homes or 30 student bedspaces, the levy may apply, and a completion certificate can be withheld until it is paid.
Can you guarantee a certificate?
No. We make sure the evidence is complete and submitted, but the decision rests with your building control body.
Preparing and managing your Building Regulations application through the route that suits the project: the local authority, a registered building control approver, or the Building Safety Regulator for higher-risk buildings.
Pre-completion airborne and impact sound tests between new or converted homes. New homes built to registered Robust Details can use that route instead, subject to the scheme conditions.
